Apud explained that the system suffers from 'a 20-year decapitalization due to populist energy policy', and to restore the service quality levels the country had in 2003, investments of around $25 billion are needed, distributed across generation, transmission, and distribution segments. He noted that the problem is not only distribution (Edenor/Edesur), but also transmission and generation, which are operating at their limit.
